‘how do you make a model submarine that floats and sinks’?

You could make something called a “Cartesian diver” and try to give it a submarine shape. This consists of a small vial or bottle upside-down in a tall glass water-filled jar with a fairly wide mouth. You adjust the amount of water in the vial to get slightly positive bouyancy when the vial is submerged. Put it in the jar and cover the jar’s mouth with a rubber sheet secured with a rubber band. (Or you could use a canning jar that has a flexible metal top.) When you press on the top of the jar, the air in the vial compresses so it loses bouyancy and starts to sink. Release it and it rises again.
The ref. web page uses an eye dropper in a flexible plastic bottle. That’s probably easier to find than rubber sheeting.
